But it doesn't always work like that, it's not always the employees who hear the rumours before the decision is announced. Just yesterday my line manager referred to "a meeting to discuss something he couldn't tell me about yet" where I work. I know something is happening and I'll find out as and when.
I'm sure if I didn't work there but knew the management team I'd pick up a bit of gossip though...
